The United Nations came into being in , following the devastation of the Second World War, with one central mission: the maintenance of international peace and security. The UN does this by working to prevent conflict; helping parties in conflict make peace; peacekeeping; and creating the conditions to allow peace to hold and flourish. These activities often overlap and should reinforce one another, to be effective. The UN Security Council has the primary responsibility for international peace and security. The General Assembly and the Secretary-General play major, important, and complementary roles, along with other UN offices and bodies. It calls upon the parties to a dispute to settle it by peaceful means and recommends methods of adjustment or terms of settlement. Under Chapter VII of the Charter, the Security Council can take enforcement measures to maintain or restore international peace and security.

Since its creation, the UN has often been called upon to prevent disputes from escalating into war, or to help restore peace when armed conflict does break out, and to promote lasting peace in societies emerging from wars. When a complaint concerning a threat to peace is brought before it, the Council's first action is usually to recommend to the parties to try to reach agreement by peaceful means. In some cases, the Council itself undertakes investigation and mediation. It may set forth principles for a peaceful settlement. When a dispute leads to fighting, the Council's first concern is to bring it to an end as soon as possible. On many occasions, the Council has issued ceasefire directives which have been instrumental in preventing wider hostilities. The General Assembly can also discuss any question relating to international peace and security and make recommendations, if the issue is not currently being discussed by the Security Council.

The overarching goals of the reform are to prioritize prevention and sustaining peace; enhance the effectiveness and coherence of peacekeeping operations and special political missions; move towards a single, integrated peace and security pillar; and align it more closely with the development and human rights pillars to create greater coherence and cross-pillar coordination. These activities lay the groundwork for safeguarding and sustaining the communities. Creating a single political-operational structure under Assistant Secretaries-General with regional responsibilities, reporting to the Under-Secretaries-General for Political and Peacebuilding Affairs and for Peace Operations. Enhancing certain priority areas to ensure coherence and coordination across the peace and security pillar. Introducing several non-structural changes in the way the peace and security pillar works. DPPA would have global responsibility for political and peacebuilding issues, and would manage a spectrum of tools and engagements across the conflict continuum to ensure a more holistic approach to conflict prevention and resolution, electoral assistance, peacebuilding and sustaining peace.

Political and economic uncertainties, combined with climate change and the so-called Fourth Industrial Revolution , are all contributing to create unparalleled volatility. Diplomats and defence specialists have fretted over these interlocking threats at major conferences in Davos and Munich over the past two months. The potential for catastrophic outbreaks of violence between the US, Russia, and China is more apparent now than at any time since the Cold War came to an end.
